Re: Real Property Tax Stakeholders Task Force Quarterly Report
In accordance with Resolution No. 18-13, which established the referenced task force, I am
providing this report of activity for the first quarter of the fiscal year.
After creation of the Task Force on July 10, 2013,the Department of Finance researched the legal
requirements of the committee and the proper way to function. The Task Force had its first
meeting August 29, 2013. The meeting was dedicated to addressing organizational issues and
developing a process to address the recommendations contained in the International Association
of Assessing Officers(IAAO) Report. Members were provided with reference materials for use
in working on the real property tax review.
Lincoln Ashida explained that the Task Force was created by the County Council and is,
therefore, subject to Sunshine Law requirements. For that reason, it was determined that having
administrative staff, such as the Real Property Tax(RPT)Administrator and Assistant
Administrator as members of the committee would make it impossible for them to carry on the
normal business of their division. Additionally, if the Finance Director remains as a member it
will also impact her ability to address the Council regarding real property tax issues that may
come up. Therefore, it was agreed that Council Member Margaret Wille would draft and submit
a Resolution changing the make-up of the Task Force.
It was decided that the first step in addressing the recommendations of the IAAO report would be
to have the RPT Administrator provide a status report at the next meeting regarding
recommendations in the report pertaining to the division's operations.
There was no meeting in August, as the Task Force was unable to make a quorum. The next
meeting is scheduled for October 25, 2013.
