No. 454/Bill No. 138 PLACE: Council Chambers Kona, Hawai`i TIME: 9:04 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Bill No. 138, reports as follows: Bill No. 138, transmitted by Council Member Dru Mamo Kanuha, via Communication No. 454 dated September 26, 2013, amends Ordinance No. 13-66, as amended, relating to public improvements and financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The amendment is as follows: DEPARTMENT OF PUBLIC WORKS Nani Kailua Extension (110.388.5386.19) $ 3,500,000 Funds for this appropriation increase shall be provided from: General Obligation Bonds, Capital Projects Fund - Fund Balance and/or other Sources (State CIP) $ 3,500,000 The proposed bill adds the Public Works Nani Kailua Extension project for $3.5 million to the Capital Budget. This project will provide a new mauka-makai connector from Ali`i Drive, in the vicinity of Oneo Bay, to the Kuakini Highway. Council Member Kanuha spoke in support of Bill No. 138. He stated that the new connector road will provide additional vehicular circulation and improve the traffic flow on Ali`i Drive; the community will see an improvement in the economic flow and activity of the area; and furthermore, it will provide an alternate route for businesses and residents during community events or in times of emergency disasters or evacuations. Public Works Director Warren Lee appeared before Your Committee for questions. He gave some insight on the two optional connectors that were being considered. Director Lee stated that based on a preliminary study, there are archaeological sites between Kuakini Drive and Ali`i Drive; however, if the funds are appropriated, a more intensive study will be done. Council Member Ford spoke in support of Bill No. 138; however, she was concerned that the location of the road would be impacted if a tsunami was to hit Ali`i Drive. Public Works Director FC Report No. 103 FC-103 Page 2 October 15, 2013 Warren Lee responded that a portion of the road is in a flood zone and the road could be impacted by water and debris based on the damage from the tsunami caused by the recent earthquake in Fukushima, Japan. Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for that year with a two-thirds vote.
