Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 139,
reports as follows:
Bill No. 139, transmitted by Public Works Director Warren H. Lee, via Communication No. 455
dated September 18, 2013, amends Chapter 24, Article 10, Division 2, Section 24-271,
Schedule 19 (prohibited left turn areas), subsection (c) South Hilo, of the Hawai`i County Code
1983 (2005 Edition, as amended) by adding"Barenaba Lane at Kilauea Avenue."
The intent of this amendment is to restrict left turns on Barenaba Lane at Kilauea Avenue in
order to preserve and maximize on-street parking along Kilauea Avenue southeast of Barenaba
Lane.
Mr. Ron Thiel, Chief of the Traffic Division, informed Your Committee that the project is now
in the design phase to resurface the area and they are looking at parking and handicap
requirements imposed on the County by the State. Mr. Thiel stated that their options were to
either eliminate several parking stalls on the left side or prohibit the left turn movement. His
department decided on the latter in order to preserve much needed parking for the community.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose
and intent of Bill No. 139, and recommends it passage on first reading.
