Your Committee on Finance, to which was referred Resolution No. 565-08, reports as follows:
Resolution No. 565-08, transmitted jointly with Bill No. 269 by Director of Finance
William Takaba, via Communication No. 1088, dated March 12, 2008, authorizes the Office of
the Mayor to enter into an agreement with the United States of America through the U. S.
Department of Justice, Drug Enforcement Administration for the Domestic Cannabis Eradication
Suppression Program (DCE/SP) grant.
The utilization of these funds is to replace/update necessary equipment used by Hawai`i County
Police Department, to purchase equipment to enhance safety issues during
operations/investigations; to compensate for overtime incurred during marijuana related
operations and investigations; to pay for helicopters service costs; and to cover travel expenses
for attending training workshops and seminars.
Pursuant to Section 46-7, Hawai`i Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 565-08,
and recommends its adoption.

Finance Committee Vice Chair Bob Jacobson stated that the voting table reflected
"AYES" (yes) votes for the following Finance Committee Members: Jacobson and
Naeole.
With no objection, the County Council amended Finance Committee Report 272 to
incorporate the following change to the voting table:
The voting table shall reflect "NOES" (no) votes for the following Finance
Committee Members: Jacobson and Naeole.
I hereby certify that amended Finance Committee Report 272 was adopted by the
Hawai`i County Council on April 22, 2008.
