Your Committee on Finance, to which was referred Bill No. 269, reports as follows:
Bill No. 269, transmitted jointly with Resolution No. 565-08, by Director of Finance William
Takaba, via Communication No. 1088, dated March 12, 2008, amends Ordinance No. 07-82, as
amended, the Operating Budget, ending June 30, 2008. The amendment is as follows:

3301.95 Federal Grants - Marijuana Eradication General $282,000
To:
010-201-5219.31 Marijuana Eradication General $282,000
The Hawai`i County Police Department will be receiving funds from the U.S. Department of
Justice under its Domestic Cannabis Eradication Suppression Program for its Marijuana
Eradication grant program. The funds will be used to purchase equipment to enhance safety
issues during operations/investigations; to compensate for overtime incurred during marijuana
related operations and investigations; to pay for helicopters service costs; and to cover travel
expenses for attending training workshops and seminars.
Pursuant to Section 46-7, Hawai`i Revised Statutes, and Section 13-13(b), Hawai`i County
Charter, the Mayor is already authorized to apply for, receive and expend the funds for this
program identified in the Operating Budget.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 269, and
recommends it pass first reading.

Finance Committee Vice Chair Bob Jacobson stated that the voting table reflected
"AYES" (yes) votes for the following Finance Committee Members: Jacobson and
Naeole.
With no objection, the County Council amended Finance Committee Report 273 to
incorporate the following change to the voting table:
The voting table shall reflect"NOES" (no) votes for the following Finance
Committee Members: Jacobson and Naeole.
I hereby certify that amended Finance Committee Report 273 was adopted by the
Hawaii County Council on April 22, 2008.
