Auditor Findines Certified weight scale receipts were not being submitted by ERH. Weights on the Bill of Lading were being used to meet this requirement. There are no operational scales at the Hilo and Kawaihae Terminals. Weights on the Bill of Lading, unless supported by weight scale receipts obtained elsewhere, are only estimates that are supplied by the shipper or the shipping Agent. Auditor Findines Method of shipping commodities by container is by palletized loads within a container. To determine the actual amount of glass diverted from the landfill and is being shipped to an off-island destination by a container, it is necessary to deduct the weight of the pallets and packing materials. Auditor Findines Glass is sorted by color and then cracked into pieces. The cracked glass is then stored in large cardboard boxes on pallets.
