Dear Chairman Yoshimoto and Council Members:
It is my pleasure to submit for your confirmation the following nominations to the Puna
Community Development Plan Action Committee. Below, in alphabetical order, are the
three (3) nominees recommended by the Planning Director for appointment to four (4)
year terms on the Puna CDP Action Committee. A brief summary of the experience and
attributes that they would bring to the Action Committee is also provided for your
convenience.
Leila I.B.W. Kealoha - Ms. Kealoha is a 1994 graduate of Pahoa High School and
received her teaching certificate from the UH Hilo Halau Wanana Teacher Program in
2010. She is currently employed as a cultural education resource specialist and teacher
at Kua 0 Ka La Public Charter School in Pu`ala`a, Puna. She also serves on the
Advisory Board for the Hawaii Community College Forest TEAM Program. Her
experience and appreciation of the importance of natural resource preservation
combined with her being a kama'aina of Puna for her entire life will ensure that the host
culture perspective is properly represented on the Puna CDP AC.
Susan L. Osborne - Ms. Osborne relocated to Hawaii 30 years ago from Canada and
has resided in Puna for most of that time. In 1994, she co-founder Ho`oulu Lahui, a
501(c)(3) organization, whose mission is to perpetuate the native Hawaiian lifestyles,
practices and beliefs in partnership with the community to achieve unity, harmony and
total well-being. Since 2000 she has been employed as the Principal at Kua 0 Ka La
Public Charter School in Pu`ala, Puna. She also previously served for one year on the
Hawaii County Charter Commission. Her experience in educating Puna's youth, grant
writing and the preservation of the Hawaiian cultural heritage will undoubtedly be a
valuable asset to the efforts of the PCDP AC to strive towards implementation of the
Puna CDP in a manner that is effective and pono. (19°Council Action Due By: December 12, 2013 Comm. No.

Elmer R. Solis - Mr. Solis has lived in Hawaii for less than two years and is a resident
of Hawaiian Paradise Park. Hailing originally from California, he served 4 years in the
U.S. Marine Corps and received a BS degree from California State University at
Northridge in Kinesiology in 2009. Mr. Solis is currently employed as a real estate
investor with Malama Solutions, LLC in Hilo. Along with his business management and
leadership experience, Mr. Solis brings a more youthful and entrepreneurial perspective
currently lacking on the PCDP AC.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Planning to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval be granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Planning for placement on its future agenda.
