RESOLUTION NO. 205 13
RESOLUTION AUTHORIZING THE DEPARTMENT OF RESEARCH AND
DEVELOPMENT TO AWARD A GRANT TO THE HAWAII TROPICAL
FLOWER COUNCIL (HTFC)
WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(B) of the Hawaii County
Code (2005 Edition as amended) states, grants in excess of$25,000 to organizations
that do not qualify as nonprofit organizations shall specifically identify the purpose for
which the funds shall be used in an ordinance or resolution and be subject to
competition in compliance with chapter 103D of the Hawaii Revised Statutes; and
WHEREAS, Chapter 2, Article 25, Section 2-136(5) of the Hawaii County Code
states, "nonprofit organization" means an organization organized for other than profit-
making purposes and which has a current 501(c)3 tax-exemption from the Internal
Revenue Code; and
WHEREAS, the Department of Research and Development wishes to provide a
grant of$40,000 to the Hawaii Tropical Flower Council (HTFC); and
WHEREAS, the HTFC does not qualify as a nonprofit organization as defined
above; and
WHEREAS, the funds are part of the Department of Research and
Development's Supplemental Funding Awards for FY 2013 — 2014, the underlying intent
of which is to promote sustainable economic development; and,
WHEREAS, funds will be used to support strategic marketing efforts by HTFC to
expose local floral and foliage producers to new markets; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in
accordance with Chapter 2, Article 25, Section 2-139(a)(3)(B) of the Hawaii County
Code, the Department of Research and Development is authorized to provide a grant of
$40,000 to the Hawaii Tropical Flower Council to support their strategic marketing efforts
to expose local floral an foliage producers to new markets.
BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall
transmit copies of this resolution to the Office of the Mayor, the Finance Department,
and the Department of Research and Development.
