Amendments are illustrated in Ramseyer format with respect to the contents of Resolution No. 170-13, Draft 2; material to be repealed is bracketed and stricken through; material to be added is underscored. Ref.Date, NUV R 2013 Hawai`i County is an Equal Opportunity Provider and Employer A RESOLUTION URGING THE HAWAII STATE LEGISLATURE AND THE GOVERNOR TO SUPPORT AND PROVIDE FUNDING FOR THE HIGHEST PRIORITY CAPITAL IMPROVEMENT PROJECTS IN THE COUNTY OF HAWAII. WHEREAS, according to the 2010 Census, the County of Hawai`i has a population of 185,079 and land area covering approximately 4,028.42 square miles, which is large enough to hold all the other islands with ample room to spare (total area for all other islands combined is approximately 2,395 square miles); and WHEREAS, the capital improvements budget for the County of Hawai`i for the fiscal year 2013-2014 is $265,455,000; and WHEREAS, the debt service ratio for the County of Hawai`i is 12.6 percent of our general fund expenditures for the fiscal year ending June 30, 2013; and WHEREAS, while the County of Hawai`i makes a diligent effort to complete as many capital improvement projects as possible to improve the health, safety, and welfare of our residents, there are still many vital projects that are on hold due to lack of funds; and WHEREAS, assistance from the State to fund the County's highest priority capital improvement projects will help to improve the quality of life for our residents; and WHEREAS, the Hawai`i County Council has created a list of capital improvement projects throughout Hawai`i Island(one project per council district) that are in need of funding; and WHEREAS, the capital improvement projects are ranked by priority as follows: 1. Nani Kailua Extension 2. Laupahoehoe Point Access Road 3. Isaac Kepo`okalani Hale Beach Park Expansion 4. • Ane Keohokalole Highway—Hina-Lani Drive to Kaiminani Drive • Kuauli Road Traffic Improvements 6. Regional Transit Hub in Waimea 7. • Kupulau Street Extension (end of Kupulau St. to Puainako St. Extension) • South Kona Police Station; and WHEREAS, the Hawai`i County Council feels that it is more effective to submit one priority list as a unified Council rather than nine separate lists from each district; and WHEREAS, this priority list, as shown in detail in Exhibit A, will be sent to our Legislators for the 2014 Legislative Session; and WHEREAS, each Council Member is responsible for providing documentation (e.g., plans and designs, maps, costs, etc.) of their district project upon request by our State Legislators; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it respectfully requests the Hawai`i State Legislature and the Governor to support and provide funding for the highest priority capital improvement projects listed above. Kenoi, and the Director of Finance. 2 EXHIBIT A The Highest Priority Capital Improvement Projects in the County of Hawaii Submitted Project Name and Description Tax Map Benefits Cost By Key(s) District(s) 1. Dru Mamo Nani Kailua Extension: To acquire right-of-way (3) 7-5-009:021 7 $3,500,000 Kanuha and construct approximately 600 feet of a new & 023 (District 7) 60-foot-wide road to establish a new collector road between Ali`i Drive in the vicinity of Oneo Bay to the County owned portion of the Kuakini Highway. Work will include curbs, gutters, sidewalks, roadside drainage improvements, street lights, and necessary intersection improvements at both Ali`i Drive and Kuakini Highway. 2. Valerie T. Laupahoehoe Point Access Road: Repair the (3) 3-6-002 & 1 $3,500,000 Poindexter damaged portions of the roadway that connects (3) 3-6-004 (District 1) Highway 19 to Laupahoehoe Point. Hire a Geotechnical Engineer that will: 1) provide recommendations to repair the existing roadway at locations where the roadway is failing; and 2) assess the landslide and rockfall hazards and provide various solutions. Remove rockfall hazards. 3. Greggor Isaac Kepo`okalani Hale Beach Park (3) 1-3-008:014, 3, 4, 5 & 6 $12,000,000 Ilagan Expansion: To design, implement and construct 016, 021 & 033 (design & (District 4) improvements to the park which improves quality construction) of life for area residents. This park is heavily (3) 1-4-002:008 utilized as a popular surf, fish, swim and camp spot. This development seeks to preserve and protect the environment, address safety and security concerns, and provide the Puna community with beach park recreational facilities and amenities comparable to those lost when lava from Kilauea Volcano claimed Harry K. Brown Park, Kalapana Beach Park and Kalapana Black Sands Beach Park in May of 1990. Recreational facilities and associated amenities to include: construction of a large pavilion capable of hosting larger events and parties, children's playground equipment, additional picnic tables and gazebos. 4. Karen Eoff Ane Keohokalole Highway—Hina-Lani Drive (3) 7-3-009:005, 6, 7, 8 & 9 $50,000,000 (District 8) to Kaiminani Drive: Construction of a new 013 & 025 major collector road parallel to Queen Ka`ahumanu Highway from Hina-Lani Street to (3) 7-3-010:006 Kaiminani Drive. Provide the necessary plans & 061 and designs for a new highway to enhance the quality of life by reducing traffic congestion. Also to provide connectivity and the continuation of the Ane Keohokalole Highway from Palani Road to Kaiminani. Zendo Kuauli Road Traffic Improvements: Create a (3) 1-7-007:015 4, 5 & 6 $1,000,000 Kern right-turn lane from Kuauli Road onto Highway (District 5) 11 in the eastern direction in Kurtistown. Project outcome will improve public health, safety and quality of life. 6. Margaret Regional Transit Hub in Waimea: Master (3) 6-7-002:015 9 & 1-8 $10,000,000 Wille planning, design and construction of a Regional (District 9) Transit Hub in Waimea. The building will service cross-island as well as district and local bus routes. This will be a multi-modal facility with tourist information, public restrooms (including for early morning cross-island buses), bicycle racks, and parking areas. The County is in need of a multi-modal transit hub in the Waimea area as it is the central juncture point between Hilo and Kailua-Kona and is also a direct link to the Kohala Coast Resort nodes. Provides service improvements and intermodal connectivity. Addresses public safety. Enhances quality of life. Will facilitate travel to the eight schools in Waimea. The facility should be at a minimum LEED-certified and ADA compliant. Encourages alternative transportation usage, which is a central component to reduce traffic congestion in Waimea. To be located near the Waimea Post Office or in another central location. 7. J Yoshimoto Kupulau Street Extension (end of Kupulau St. (3) 2-3 & 2 & 3 $3,600,000 (District 2) to Puainako St. Extension): Work includes land (3) 2-4 acquisition, plans and designs. Project will enhance pedestrian, ADA, bicycle, and traffic circulation between upper Waiakea and Downtown Hilo. This will also help to relieve traffic congestion at the four-way-stop intersection of Komohana St. and Kawailani St. This will improve public health, safety, and quality of life. 2 Brenda South Kona Police Station: Currently the (3) 8-2-001:084 6 & 7 $7,000,000 Ford personnel at the Kealakehi Police Station (design & (District 6) provides police services to the communities construction) located in South Kona District. As a result, response time to emergencies may be delayed at times due to travel time from Kailua-Kona area to other communities in South Kona. As the population increases in this area due to affordability and availability of land, the issue of having adequate and timely police services will also increase. Construction of a new police station including a refueling station and radio tower is needed. This project will address both the current and future needs for improved public safety in the South Kona area. (Note: No project was submitted for Council District 3.) 3
