LTTEE ON PUBLIC WORKS • DATE: November 21 , 1983 PLACE: Councilroom TIME: 9 : 00 a .m . • Chairman and Members Hawaii County Council Hilo , Hawaii 96720 Your Committee on Public Works to which was referred Resolution 410 . 495-88 , reports as follows : The purpose of Resolution No . 495-88 is to authorize the Mayor to submit an application- to the U. S . Department of Transportation for $32,000 in Urban Mass Transportation Act (UMTA) funds for renovation of the Mooheau Bus Terminal . Communication No . 1828 is a transmittal letter from Steven Shinchi stating that Community Development Block Grant funds appropriated for the Mooheau bus terminal renovation have fallen short by $40 ,000 as determined by public bid and he wishes to apply to the U. S . Department of Transportation for additional funds needed to cover the renovation . A local match of 20 percent or $8 ,000 is required for the UMTA grant and is broken down as follows : 1 . $2, 500 from Parks and Recreation to replace underground electrical conduit from the bus terminal to the bandstand ; 2 . $1 ,500 from the Hawaii County Economic Opportunity Council Council ; and 3 . $4,000 from the County 's 1987-1988 fund balance . Your Committee heard testimony from Steven Shinchi , Mass Transit Agency Administrator , as follows: • 1 . Mooheau Bus Terminal is not just a bus station as it maintains restroom facilities for bus patrons and users of Mooheau Park . 2 . A band-aid approach has been used to replace the wood in the Mooheau Bus Terminal to keep the 35-year-old building safe . 3 . The time has come to upgrade the facility . 4 . Resolution No . 495-88 is a necessary component of the UMTA grant application . 5 . The renovation of the bus terminal will provide a safer and healthier environment for users of the bus system and the general public and will enhance and encourage business opportunities at the northeastern entrance to downtown Hilo . PWC REPORT 288 r�orT=� NOV 30 1988 rti 1 • PWC-288 Page 2 November 21 , 1988 A Committee member had extensive questions for Steven Shinchi on how the unappropriated balance of UMTA Section 18 funds from 1987-1988 in Resolution 497-88 would be used; if that unappropriated balance could be used for the local match of $8 ,000 ; if the $8 ,000 was a firm figure; if the scope of the project changed since the initial cost estimate of $110 ,000 ; and if beautification funds could be used for the local share . Steven Shinchi responded that the unappropriated balance of $25 ,000 would be used for a new van and operational costs ; federal funds can 't be used as a match for federal funds ; the $8,000 figure for a local match is firm; and he wants to submit just one application for federal funds for the bus terminal renovation and landscaping . He explained that the scope of the renovation project was enlarged to include landscaping which would solve two problems , namely , a tree that drops debris on the bus terminal roof and an area where rainwater accumulates . Patricia Engelhard, Director of Parks and Recreation, stated that beautification funds are intended for use near highways and the bus terminal isn 't close enough to the road to qualify for highway beautification . Your Committee finds that the proposed application to the Department of Transportation serves a public purpose . Your Committee concurred with the Chairwoman ' s recommendation to approve Resolution No . 495-88 .
