HomeMy WebLinkAboutREP PWC 273 08/17/1988 1984-1988 REPORT OF THE COf'IMMITTEE ON PUBLIC WORKS DATE: August 17 , 1988 PLACE : Councilroom • TIME: 10 :00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works to which was referred Communication No. 1671 , 1671 . 1 and /1671 . 2, reports as follows : Communication No . 1671 , dated June 15, 1988 , from Roy S . Blackshear , President , W. H. Shipman, Limited , is a sign variance request for the W. H. Shipman Industrial Park, Keaau, Puna, Hawaii , TMK: 1-6-03 : 88 , 7 . The letter explains that the Industrial Park will have two entrances from the highway which will be 0 . 6 miles apart and the first entrance will be built now. Because the Volcano Highway has a 55 mph speed limit and because W. H. Shipman was required to keep a screen of buffer trees which hide the industrial park from the highway, Mr . Blackshear requests two entry signs of just less than 32 square feet instead of subdivision signs , which are limited to eight square feet . Each sign would say, "W. H. Shipman Industrial Park , Keaau, Hawaii Island ; " would be mounted on a lava rock wall at each entry; and would be illuminated by lights on the ground at night . Communication 1671 . 1 from the Planning Director states that the Planning Department has no objections to the request . Communication No . 1671 . 2 from the Chief Engineer makes the following comments : 1 . The properties in the subdivision are zoned industrial . 2. The two ground or wall subdivision signs are permitted by the sign regulation provided each sign doesn' t exceed eight square feet . 3. Because each property in the industrial subdivision is allowed to have a 32 square feet ground sign for each business conducted on the premise, he feels that it is appropriate and in keeping with the intent of the sign regulations to allow the proposed ground subdivision signs . The Chief Engineer ' s letter recommends that because the second entrance will not be constructed soon, action for the second ground subdivision sign be taken up as a separate request at a later date. PWC REPORT 273 ADOPTED : SEP 7 1988 j Y r PWC- 273 Page 2 August 17, 1988 Your Committee understands that Section 3-29 of the Hawaii County Code 1983 , relating to commercial and industrial districts, permits one ground sign, lighted or unlighted, not exceeding 32 square feet in area and not exceeding 16 feet in height from the ground, relating to business conducted on the premises . Your Committee concurred with the Chief Engineer ' s recommendation to approve the sign variance request for the first entry . Your Committee on Public Works recommends that the County Council approve the sign variance request as amended b including the Chief Engineer ' s recommendation. a MVP\ MERLE K.
