Your Committee on Public Works to which was referred Communication
No. 1603 , 1603. 1 and 1603. 2, reports as follows:
Communication No . 1603 from Philip M. Shaw requests the Council to
review his plans for and accept his donation of two signs for
Holualoa to be installed on County property at the junction of
Hualalai Road and the Mamalahoa Highway. His letter states that the
signs are sponsored by the Holualoa Business and Professional
Association and will be placed in the area which the Association has
been landscaping. One sign would be twelve square feet in size and
would say "Welcome to Holualoa. " The other sign would be six square
feet and say "Holualoa" and would be mounted on a rock about 100 feet
from the intersection where it would be primarily visible to
northbound traffic on Mamalahoa Highway. The welcome sign would be
placed even further from the intersection .
Your Committee referred Communication No. 1603 to the Department of
Public Works and the Planning Department for comments and
recommendations at its meeting on August 17, 1988 and deferred action
on the request .
Communication No. 1603 . 1 from the Planning Director states that the
Planning Department has no objection to the sign variance request and
notes that the location of the proposed signs should not interfere
with the sight distance for drivers .
Communication No. 1603 . 2 from the Chief Engineer reports the
following findings :
1 . Both signs would be within the road right-of-way, which is
under the County ' s jurisdiction and control .
2 . The signs are allowed by Section 3-32 [ ( a ) ] ( 4) of the Hawaii
County Code, 1983 relating to exempt signs . This section
allows, without limitation to size and amount , signs erected
by a public officer in the performance of a public duty, for
example, signs indicating towns or districts , e.g. , "Welcome
to Hilo. " Such signs are normally under the jurisdiction and
responsibility of public officials.

Communication No. 1603. 2 also makes the following recommendations :
1 . The sign be dedicated to the County .
2. The Department of Public Works maintain it .
3. The "Holualoa" sign be installed against and supported by
the existing cut slope that it so that it does not reduce or
block the existing sight distance and it won ' t have any
posts that could be hit by an errant vehicle.
4. The "Welcome to Holualoa" signs should not block or reduce
the existing sight distance . Its location must be field
verified and the sign probably cannot be higher than three
feet . The sign should have "breakaway design" features
which meet with the approval of the Department of Public
Works .
5 . Whoever installs the two signs will have to obtain a permit
to dig up the street from the Department ' s Engineering
Division .
Your Committee considered the request a second time on August 17 ,
1988 and reviewed Communication No. 1603. 1 and 1603. 2. Your
Committee understands that the requester is willing to go along with
the Chief Engineer ' s recommendations .
Your Committee concurred with the recommendations of the Chief
Engineer .
Your Committee recommends that the County Council approve the
variance request as modified by incorporati .g the Chief Engineer ' s
recommendations.
