HomeMy WebLinkAboutREP PWC 268 08/17/1988 1984-1988 REPORT OF THE COJ1MITTEE ON PUBLIC WORKS DATE: August 17, 1988 PLACE : Councilroom TIME: 10 : 00 p.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works to which was referred Resolution vNo . 478-88 , reports as follows: The purpose of Resolution No . 478-88 is to urge the State Department of Transportation, Highways Division to plan and construct a bypass route for Palani Road which would connect two segments of the Hawaii Belt Highway by Kailua Village and to consider the alternate route proposed by Kelly Greenwell . Your Committee finds that population growth and tourism have increased the traffic on Palani Road to near capacity and the road can not easily be widened, as extensive residential condemnation would be needed to increase the right of way. Your Committee also finds that a continuous State highway is needed above Kailua-Kona to provide adequate capacity for the present and future volume of traffic. Your Committee further finds that the bypass route for Palani Road proposed by Kelly Greenwell could serve as the link that would create a continuous State highway in North Kona . Your Committee further finds that the proposed route would cross the undeveloped land of only four owners (the State, Palani Land Trust , Robert F. Greenwell and Liliuokalani Trust Estate ) and no residential condemnation would be required. Your Committee further finds that the proposed alternate route may benefit the public . Your Committee on Public Works is in accord w th , he purpose of Resolution No. 478-88 and recommends its adoptio, by the County Council. NAir MER . K.
