Your Committee on Public Works to which was referred Communication
No 1630 , 1630 . 1 , and '1630 . 2, reports_ as follows:
Communication No. 1630 is a sign variance request from Gil Anguay,
Art Director, Pro Visions, Inc . , on behalf of Mauna Loa Macadamia Nut
Corporation for a ground sign at the entry to its Keaau facility.
Mr . Anguay states that the maximum of eight square feet allowed for a
sign in an Agricultural District is not sufficient to identify the
entry and requests permission for a sign of up to 32 square feet as
allowed in a Commercial/Industrial district .
Communication No . 1630 . 1 from the Planning Director comments that
although the County zoning designation is Agriculture (A-20a) , a
Special Permit was approved by the State Land Use Commission to allow
expansion of the visitor center , including sales area, snack shop and
offices; and that Planning has no objections to the sign variance .
Communication No . 1630 . 2 from the Chief Engineer comments that the
Macadamia Nut Factory and Visitor Center are legal businesses allowed
by the zoning regulations; the proposed sign is about 30 . 5 square
feet in area ; since the businesses are allowed , it seems appropriate
to allow signs permitted in business districts; and he recommends
granting the variance .
Your Committee asked the Chief Engineer about the basis for granting
a sign variance in agricultural land . The Chief Engineer testified
that all sign variances are decided the same way, that is, if a
commercial use is allowed in agriculturally zoned land, then signs
allowed in a commercial district are allowed .
Your Committee finds that the requested signage in an agricultural
district meets the Hawaii County Code 1983 requirements for
permissible signs in commercial and industrial districts specified in
Section 3-29( a ) , paragraph 1 .

Your Committee recommends that the County Council approve the sign
variance request .
