Your Committee on Public Works to which was referred Communication
4No . 1640 and its attached Bill No . 577 , reports as follows:
Bill 577 proposes to amend Chapter 24 , Article 10 , Section 24-288 ,
Schedule 36 of the Hawaii County Code 1983 , related to Freight
Loading Zones , by adding a new item. The purpose of the bill is to
authorize a freight loading zone on the Puna side of Waianuenue
Avenue starting at a point 271 feet makai of Keawe Street and
extending 40 feet toward Kamehameha Avenue .
Your Committee on Public Works has reviewed Bill 577 and
Communication No . 1640 from the Chief Engineer which states that a
freight loading zone was requested by Leslie Miki of Abundant Life
Store and that an effective location not adversely affecting traffic
flow would be on Waianuenue Avenue near the last metered parking
stall (the stall closest to Kamehameha Avenue ) . The letter also says
that HRA (Hawaii Redevelopment Agency ) and DIA (Downtown Improvement
Association ) have no objection to the proposed freight loading zone
which includes the loss of one parking stall .
Your Committee amended Bill No . 577 , as Draft 2 by replacing the
Arabic numerals "271" and "40" with "two hundred seventy-one" and
"forty" in accordance with the style for numbers in the Hawaii
Legislative Drafting Manual .
Your Committee on Public Works recommends pas of Bill No . 577 ,
Draft 2, on first reading by the County Council .
