HomeMy WebLinkAboutREP PWC 256 06/07/1988 1984-1988 REPORT OF THE COMMITTEE ON PUBLIC WORKS DATE : June 7 , 1988 PLACE : Councilroom TIME: 1 : 30 p.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works to which was referred Communication �No . 1629 and its attached Bill No . 570 , reports as follows: Bill 570 proposes to amend Chapter 24, Article 10 , Division 5 , Section 24-281 , Schedule 29 related to Parking Prohibited During Certain Hours on Certain Streets under Subsection b, South Hilo, by changing part of item 10 . The purpose of the bill is to extend the hours of the no parking zone in front of the Little School House, a nursery school on Lehua Street in Puueo . Your Committee on Public works has reviewed Bill 570 and understands that it provides a no parking zone in front of the Little School House from 7 :00 a .m. to 5 :00 p.m . except on weekends and holidays . The present hours for the no parking zone are 7 : 00 a .m . to 9 : 00 a .m. and 2 :00 p.m. to 5 :00 p.m . on school days . Communication No . 1629 from the Chief Engineer , dated May 18 , 1988 , states that Mrs . Margaret Aguiar of the Little School House requested the revision of the existing time limit parking to better accommodate parents and to improve traffic safety . Your Committee is aware that a similar proposed ordinance, Bill 423 was introduced on October 14 , 1987 and based on a recommendation from staff , was referred to the Department of Public Works for amendment of the designation of the terminals of the zone . Bill 423 used the terminals presently in the code , i .e. , "in front of the Co-op Nursery School from a point five feet mauka of the Lehua Apartments driveway for a distance of forty feet toward Wainaku Avenue . . . " Your Committee wanted terminals with permanent names , as opposed to the names of apartments or businesses , which are subject to change . The Department of Public Works changed Bill 423 and the new version was designated Bill 570 . Bill 570 specifies the zone from a point 465 feet makai of Wainaku Avenue and extending 40 feet towards Puueo Street . Staff research showed that the bill needed some minor corrections . First , the number of feet , which are expressed in numerals should be spelled out as words to conform with the style for numbers in the Hawaii Legislative Drafting Manual . Secondly , the word "on" should be changed to "of" as the zone is on Lehua Street and the directional PAC REPORT .'.O 256 ADOPTED : JUN 15 19B8 PWC- 256 Page 2 June 7 , 1988 reference should be "makai of Wainaku . . . . " Thirdly, "Wainaku Avenue" should be changed to "Wainaku Street . " The official name has been Wainaku Street for at least the last 22 years, as shown in a document revised by the Department of Public Works in April 1966 , i .e . , "Street Names - City of Hilo, " which was adopted on July 16 , 1966 in Resolution No . 562, Naming of Public Streets , Highways and Roads in the City of Hilo, County and State of Hawaii . Staff research also showed that the identical zone in front of the Little School House appears in two separate schedules of the Vehicles and Traffic Code as follows : 1 . Section 24-281 , Schedule 29, related to Parking Prohibited on Certain Streets , under Subsection b, Item 10 . 2. Section 24-280 , Schedule 28, related to No Parking at Anytime , under Subsection c, Item 92. The Traffic Services Division Head has given staff the following information: 1 . Bill 570 places the area in front of the Little School House in the appropriate schedule of the Traffic Code . 2 . At least nine other zones are similarly listed in those two separate schedules and apparently should be listed in only one schedule . The Traffic Services division head will check into the situation and prepare one bill that will delete the redundant listings for Schedules 28 and 29 . Your Committee is aware that the Little School House is open only on school days and the parking prohibited zone is not needed on holidays . Your Committee Chairwoman recommended that Bill No . 570 be amended for housecleaning to correct a typographical error , to spell out the number of feet , and to use the name Wainaku Street instead of Wainaku Avenue .
