Your Committee on Public Works to which was referred Bill No . 554 ,
reports as follows:
Bill 554 proposes to repeal Ordinance No. 88-29 , which amended
Chapter 24, Article 10 , Division 2, Section 24-267 of the Hawaii
County Code 1983 by adding Banyan Way to Schedule 15 , one way streets .
The purpose of Bill 554 is to remove Banyan Way from the schedule of
one way streets in the Traffic Code in order to provide for a two way
traffic pattern that will be more beneficial for both the business
community and the general public .
Your Committee on Public Works has reviewed Bill No . 554 and
understands that two way traffic on Banyan Way provides better access
to hotels , restaurants and other facilities and businesses nearby .
Your Committee realizes that Ordinance No. 88-29 was intended to make
the Banyan Way and Kalanianaole Avenue intersection safer by
eliminating some conflicting movements though the establishment of a
one way pattern on Banyan Way and that it originally was requested by
two Council Members several years ago .
Your Committee Chairwoman explained that the owner of the Hilo
Hukilau Hotel requested in March 1988 that Banyan Way remain a two
way street . Communication No . 1314.1 , consisting of two letters from
Alan K. Kimi , President, Sands & Seaside Hotels, was circulated .
Both letters oppose the change to one way traffic and ask the Council
to reconsider Bill 432 , which had become Ordinance No. 88-29 .
Mr . Kimi stated in his letter to the Chief Engineer that a one way
traffic pattern on Banyan Way would be a hardship to his business
(Hukilau Hotel ) on Banyan Way .
Your Committee finds that concerns over safety of drivers on Banyan
Way can be addressed through another alternative , namely , eliminating
left turns on Kalanianaole Avenue from Banyan Way.
Your Committee understands that Ordinance 88-29 has not been
implemented and nothing further than the repeal of Ordinance 88-29
needs to be done to continue the two way traffic pattern on Banyan
Way.

Bill 554 Draft 2, circulated at the meeting , is the result of
finetuning by Corporation Counsel to include a purpose section .
Your Committee on Public Works recommends passage of Bill 554 Draft 2
on first reading by the County Council .
