Your Committee on Public Works to which was referred Communication
No . 1594 and its attached Bill No . 542, reports as follows:
Bill 542 proposes to amend Chapter 24 , Article 10 , Section 24-271,
Schedule 19 of the Hawaii County Code 1983 , relating to prohibited
left turn areas , by adding the following two items :
1 . Banyan Way to Kalanianaole Street and
2 . Kaumana Drive, mauka bound at Punahele Street .
The purpose of the bill is to make the two intersections safer by
decreasing the number of conflicting movements .
Your Committee on Public Works has reviewed Bill 542 and
Communication 1594 , a letter from the Chief Engineer transmitting
Bill No . 542 and sketches of both intersections .
Your Committee understands that during times of heavy traffic on
Kalanianaole Street it is difficult to turn left from Banyan Way onto
Kalanianaole Street and prohibition of a left turn there will provide
for greater safety .
Your Committee understands that Punahele Street and Kaumana Drive
form an acute angle of about 40 degrees , which is a very sharp turn .
In addition, the juncture of Punahele Street and Kaumana Drive is
part of a complex five-leg intersection which results in a great
number of conflicting movements . Hualilili Street intersects the
south side of Kaumana Drive and Puu Hina Street intersects the north
side of Kaumana Drive just above Hualili Street .
Punahele Street was channelized about a year ago and a "no left turn"
sign was installed on Kaumana Drive just below Punahele Street .
Bill 542 will bring the Traffic Code into conformance with the
present signage .
