your Committee on Public Works to which was referred Communication
/No. 1585 , a request from Khanh Nguyen, Manager , Me Kong Store, for
approval to hold a sidewalk sale of flowers for Memorial Day from
May 23 , to June 1 , 1988 .
Section 22-20 of the Hawaii County Code 1983 requires that a person
who sells any goods , wares or merchandise on any sidewalk within the
city limits of Hilo first obtain a permit from the County Council .
Section 22-24 (a) of the Hawaii County Code 1983 requires that a
person applying for a permit to sell merchandise on a sidewalk shall
obtain the consent in writing of either the owner or lessee of the
land directly abutting the sidewalk area to be used for the sales .
Sections 22-24 (b) of the Hawaii County Code 1983 requires that the
applicant for a permit shall forward the written consent required in
Section 22-24 (a) .
Your Committee understands that the applicant has submitted the
required written consent .
Your Committee recommends that the Council grant the permit for the
sidewalk sale .
