Your Committee on Public Works to which was referred Resolution
-No . 443-88 , reports as follows :
The purpose of Resolution No . 443-88 is to agree that the public
interest would best be served by the County selling the land
identified by TMK : 6-8-13 :01 to the Waikoloa Village Association , a
non-profit group, thus enabling the Association to go ahead with
their plans to build and maintain a public park and to authorize the
mayor to proceed with this transaction .
Your Committee finds that two parcels of land in the Waikoloa
development were designated as park sites and conveyed to the County
in the 1960 ' s for use as neighborhood park sites . One site, conveyed
by Signal Oil , is mauka of the Mamalahoa Highway near the Waikoloa
turnoff and the other , a five-acre parcel conveyed by Boise-Cascade,
is in the Waikoloa Village. The Waikoloa Village Association wants to
buy the park site within the Village and develop it as a park because
the County does not have the resources to develop, maintain and
operate a park .
Your Committee understands that recent population growth in the
Waikaloa area has resulted in a need for a recreational area .
Your Committee is aware that Corporation Counsel has advised the
Department of Parks and Recreation that Section 2-114 of the Hawaii
County Code 1983 , allows the County to sell the park land through
negotiation "upon a finding by the Council that the public interest
demands it . "
Your Committee heard testimony from the Director of Parks and
Recreation that the County does not anticipate having the resources
to develop and maintain a park in Waikoloa for at least the next
decade .

Your Committee on Public Works is in accord with the purpose of
Resolution No. 443-88 and recommends its adoption by the County
Council .
