Your Committee on Public Works to which was referred Resolution
'No . 441-88 , reports as follows :
The purpose of Resolution No. 441-88 is to concur that the County is
unable to either complete the Panaewa Equestrian Center site as
originally conceived or establish a management program for the
Equestrian Center as originally conceived and to submit the
resolution to the Chairperson of the Board of Land and Natural
Resources for comments on the concept of leasing the facilities to a
private concern.
Your Committee understands that the County developed a master plan
for 150 acres of State Land to address needs for a race track , rodeo
facilities and zoo and to date the County has developed only 60 acres
of the site, including the race track , stables , rodeo arena and zoo .
Your Committee is aware the fiscal constraints have hindered the
development of a planned equestrian activity program and it is not
likely that the equestrian facilities will ever be completed as
planned . Your Committee understands that the private sector may be
able to provide an alternative management option for operation of the
Equestrian Center .
Your Committee on Public Works is in accord with the purpose of
Resolution No . 441-88 and recommends its ado•tion by the County
Council .
