Your Committee on Public Works to which was referred Communication
/No . 1552 and its attached Bill No . 523 , reports as follows:
Bill 523 proposes to amend Chapter 24 , Article 10 , Division 1 ,
Section 24-257 , Schedule 5 of the Hawaii County Code 1983 relating to
35 mile per hour speed limit by deleting part of item 29 and adding
new material . The purpose of the bill is to move the eastern end of
the 35 mile per hour speed zone on Mamalahoa Highay in Waimea from a
point near Fukushima Store (5 ,500 feet Honokaa of Lindsey Road) to
Lindsey Road .
Communication No . 1552 is a letter from the Chief Engineer
transmitting Bill No . 523 and Bill No 522, which amend Schedule 4 (30
mile per hour limit ) and Schedule 5 ( 35 mile per hour limit ) ,
respectively, of the Traffic Code. The Chief Engineer notes that the
Department of Public Works has contacted the Police Department, which
has no objection to the proposed change .
Your Committee on Public Works has reviewed Bill 523 and is aware
that it decreases the length of the 35 mile per hour speed limit zone
on Mamalahoa highway in Waimea town . The zone presently starts at a
point 4 ,000 feet Kona of the intersection of the Waimea to Hawi Road
with Mamalahoa Highway and ends at a point 5 ,500 feet Honokaa of that
intersection. The bill would change the Honokaa (eastern) end of the
35 mile per hour zone to Lindsey Road. Bill 523 also changes the
name of the reference point , Waimea to Hawi Road , to Lindsey Road .
Your Committee understands that Bill No. 523 and Bill 522 are both
needed to effectively change the present speed limit zone .

Your Committee on Public Works recommends passage of Bill No . 523 on
first reading by the County Council .
