Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works to which was referred Communication /No . 1552 and its attached Bill No . 522, reports as follows: Bill 522 proposes to amend Chapter 24 , Article 10 , Section 24-256 ( 30 mile per hour limit ) of the Hawaii County Code 1983 by adding a new item. The purpose of the bill is to change part of the existing 35 mile per hour speed limit zone on Mamalahoa Highway in Waimea to 30 miles per hour . The part from Lindsey Road to a point which is 5 ,500 feet in the Honokaa direction and near Fukushima Store would become a 30 mile per hour zone . Communication No . 1552 , a letter from the Chief Engineer transmits Bill No . 522 and Bill No . 523, which amend Schedule 2, ( 30 mile per hour limit ) and Schedule 5 ( 35 mile per hour limit ) respectively, of the Traffic Code. The Chief Engineer notes that the Police Department was contacted and had no objection to the proposed change . Your Committee on Public Works has reviewed Bill 522 and is aware that the section of Mamalahoa Highway from Lindsey Road to Fukushima Store is heavily traveled and has many vehicles entering and leaving retail and commercial establishments on both sides of the highway. Your Committee also understands that Bill 522 and Bill 523 are both needed to effectively change the present speed limit zone . The Uniform Vehicle Code does not recommend a speed limit difference of more than 10 miles per hour between adjacent speed zones . Bill 522 will make a 15 miles per hour differential between adjacent speed zones because the speed limit zone on Mamalahoa Highway from Fukushima Store to Mud Lane is 45 miles per hour ( Chapter 24, Article 10 , Division 1 , Section 24-260 Hawaii County Code 1983 ) .
