HomeMy WebLinkAboutREP PWC 236 03/15/1988 1984-1988 REPORT OF THE COflIIITTEE ON PUBLIC WORKS DATE: March 15 , 1988 PLACE : Councilroom TIME: 1 : 30 p.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works to which was referred Communication 'No . 1447, reports as follows: Communication No. 1447 is a transmittal letter from the Corporation Counsel which forwards for acceptance the road dedication deed for roadways within the Kona Heavens, Unit III Subdivision, Kaloko, North Kona, Hawaii , TMK: 7-3-47 :119. The Department of Public Works has advised that the description has been checked and found to be acceptable and that the necessary improvements within the subdivision have been constructed according to County of Hawaii standards and the roadways are acceptable for dedication. Your Committee is aware that the roadways consist of extensions of Manu-Mele Street and Anini Street , which are County-dedicated roads in Unit II of Kona Heavens subdivision, and a road that connects those two roads . Your Committee considered acceptance of the road dedication deed on January 26 , 1988 but deferred action pending clarification from the Department of Public Works on its procedures regarding drainage requirements and the role of Corporation Counsel in the acceptances . Your Committee considered accepting the road dedication deed again on March 15 , 1988. In response to a question from the Chairwoman on concerns about the bonding procedure, the drainage and the Corporation Counsel ' s role in the dedication process , the Chief Engineer testified that all the bugs were worked out . He testified that Kona Heavens is a unique subdivision whose developer was caught by new Department of Health regulations regarding underground injection. The Deputy Chief Engineer testified that new federal regulations defined a hole with a depth greater than the diameter as a well . The Chief Engineer testified that the Department of Public Works and the Deputy Chief Engineer have been trying to get the federal regulation revised because it was not intended for road drainage runoff and drywells .
