Your Committee on Public Works to which was referred Communication
'No . 1527 and its attached Bill No. 509, reports as follows:
Bill 509 proposes to amend the Hawaii County Code 1983, Chapter 24,
Article 10, Section 24-253, Schedule 1 ,; 15 mile per hour speed limit
by adding the following three streets in Kapehu Camp Subdivision,
North Hilo: Kaalau Street , Ko ' i Loop and Ko ' i Place.
The purpose of the bill is to provide a safe speed limit for the
narrow roads within Kapehu Camp.
Your Committee on Public Works has reviewed Communication 1527 from
the Chief Engineer and understands the following:
1 ., The North Hilo Community Council and the Department of
Public Works have requested that the existing 25 miles per
hour speed limit in Kapehu Camp Subdivision be reduced to
15 miles per hour .
2 . Roads within the subdivision are narrow and short ;
3. Speed limit reduction will improve traffic safety.
The Hawaii County Code 1983 , Chapter 24, Article 7 , Division 2,
Section 24-149 (a ) authorizes a 25 miles per hour speed limit in
residential districts, except where a special speed has been
enacted . Bill 509 would enact a special speed limit for Kapehu Camp
Subdivision by including it in the 15 miles per hour schedule .
Your Committee on Public Works is in accord ' h the intent of Bill
509 and recommends its passage on first readi ,g by the County Council .
