Your Committee on Public Works to which was referred Communication
'No . 1524 and its attached Bill No . 506 , reports as follows:
Bill 506 proposes to amend the Hawaii County Code 1983 , Chapter 24,
Article 10, Section 24-260, Schedule 8-; 45 mile per hour speed limit
by adding Kuakini Highway between Walua Road and Route 11 .
The purpose of the bill is to reduce the speed limit from 55 miles
per hour to 45 miles per hour in response to increasing traffic
volume .
Your Committee on Public Works has reviewed Communication 1524 from
the Chief Engineer and Bill 506 and understands that (1 ) The
surrounding area is designated for urban development , subdivision
construction has begun, and increased traffic volume is foreseen .
( 2) The Uniform Vehicle Code recommends that the difference between
adjacent speed zones be no greater than 10 miles per hour but the
present 55 miles per hour zone on Kuakini Highway is adjacent to a 35
miles per hour limit near Lunapule Road .
Communication No. 1524. 1 from the Chief Engineer dated March 11 ,
1988, states that the terminals for the speed limit zone were
incorrect and requested that the bill be amended to "Kuakini Highway,
betwen Walua Road and Route 11 . "
Bill 506 Draft 2 has the correct terminals .
Your Committee on Public Works is in accor• with the purpose of Bill
No . 506 Draft 2 and recommends its passage • - first reading by the
County Council .
