Your Committee on Public Works to which was referred Communication
'No . 1500 and its attached Bill No. 496, reports as follows:
Bill 496 proposes to amend Chapter 24, Article 10 of the Hawaii
County County Code 1983 by adding two new items to the Traffic Code
in Section 24-257 and .Section 24-280(c ) as follows :
1 . Kamehameha III Road from Kuakini Highway to Al i i Drive is
added to Division 1 , Section 24-257 , related to
thirty-five mile per hour speed zones; and
2 . Kahaoi Road from Laehala Street to its end is added to
Division 5, Section 24-280(c ) , related to no parking at
any time .
The purpose of Bill 496 is two-fold as follows :
1 . To provide an ordinance for the posted speed limit of
35 miles per hour on a section of Kamehameha III Road in
Kona; and
2. To ensure access to private properties by preventing
parking on a narrow one lane road in Hilo.
Your Committee on Public Works has reviewed Bill 496 and
Communication 1500 from the Chief Engineer and understands that the
Department of Public Works was notified by the Kona Police Department
that the section of Kamehameha III Road mauka of Alii Drive was not
included in Division 1 , Speed Limits of the Vehicles and Traffic
Schedules . The Chief Engineer stated that trial runs on
Kamehameha 'III Road were made and that the Department thinks that
35 miles per hour is an appropriate speed limit .
The Hawaii County Code 1983 , Chapter 24, Article 10, Division 1
places Kamehameha III Road , makai of Alii Drive , in a 25 miles per
hour speed limit in Section 24-255 (11 ) (c ) but does not include
Kamehameha III mauka of Alii Drive . Bill 496 will remedy this
oversight in the County Code.

Your Committee understands that access to private properties on
Kahaoi Road has been frequently blocked by vehicles parked on Kahaoi
Road and Bill 496 will allow the posting of signs saying "no parking
at any time" on both sides of the road .
Your Committee on Public Works is in accord with the intent of Bill
No. 496 and recommends its passage on first reading by the County
Council .
