Your Committee on Public Works to which were referred Communications
`No . 1479 and 1479.1 , reports as follows:
Communication 1479 is .a request from Carl H. Okuyama, President of
Sure Save SuperMarkets , for a sign variance at its Wiki Wiki Mart at
Orchidland Subdivision in Puna, Tax Map Key 1-6-09:387. The letter
states that the Planning Commission approved Sure Save 's special
permit application to build a neighborhood convenience store.
Communication 1479.1 is a letter from the Chief Engineer stating that
the property upon which the Wiki Wiki Mart is located is zoned
Agriculture and the wall sign maximum size allowed in agricultural
zoned properties is 32 square feet . The letter further states that
since the business is allowed by a special use permit it seems
"natural and appropriate that signs permitted in business districts
be allowed . " A wall sign of about 230 square feet ( 20 percent of
wall area ) would be permitted if the Wiki Wiki Mart was located on
business properties . The request from Sure Save is for a wall sign
of 54 • square feet and the Chief Engineer recommends that the variance
be granted .
Your Committee heard testimony from Richard Miner as follows:
1 . The Wiki Wiki Mart is on a private roadway and children
who stop by the store on the way to or from school will
buy things and leave trash on the road side .
2. By granting the request for a sign variance, the Committee
will encourage piecemeal development .
A Committee member asked Mr . Miner if the Orchidland Association had
taken a position on the sign and had given input for the General Plan
on their preference for the location of such a development as a
convenience store . The answers were no. The Committee member stated
that he appreciated Mr . Miner 's concern about piecemeal development ,
but he thought the the Committee should approve the variance request
since the special use permit was granted.

The Chief Engineer also testified that although 230 square feet would
be allowed in an area zoned commercial , the request is for a sign of
only 54 square feet .
Your Committee on Public recommends approva o the variance .
