HomeMy WebLinkAboutREP PWC 224 02/09/1988 1984-1988 REPORT OF THE Cui dITTEE ON PUBLIC WORKS DATE: February 9, 1988 PLACE: Councilroom TIME: 10 :00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works to which was referred Communication /No. 1314 and its attached Bill No. 432, reports as follows: Bill 432 proposes to amend the Hawaii County Code 1983 , Section 24-267, Schedule 15, One Way Streets by adding Banyan Way. The existing two way traffic pattern would be changed to one way traffic going from the east (Puna ) to the west (Hamakua) . The purpose of the bill is to eliminate left turns from Banyan Way onto Kalanianaole Avenue and to eliminate left turns from Banyan Drive onto Banyan Way, thus making the two intersections safer . Your Committee on Public Works has reviewed Bill 432 on November 10, 1987 and recommended passage on first reading by the County Council and referred the bill back to Committee for input from the Banyan Drive Hotel Association. The Committee Chairwoman reported during the February 9, 1988 Committee meeting that the Banyan Drive Association had no objections to Bill 432. Your Committee learned that the request for Bill 432 came from Councilwoman Lorraine Jitchaku-Inouye and Committee member Frank De Luz . Councilwoman Jitchaku-Inouye previously worked in the Banyan Drive area and was aware that it was difficult for tour buses and cars on Banyan Way to turn left onto Kalanianaole Avenue. Your Committee understands that motorists on Banyan Drive who wish to travel east on Kalanianaole would turn left at the signal at the intersection of Kalanianaole Avenue and Banyan Drive. In response to a Committee member ' s concern about the increased left turns at Banyan Drive , the Traffic Division Head stated that most cars on Kaneolehua coming from Puna turned left onto Kamehameha Avenue and would not conflict with cars turning left onto Kamehameha Avenue from Banyan Drive . He said that cars turning left from Banyan Way onto Kalanianaole Avenue conflicted with both right turns and left turns from Kalanianaole Avenue PWC REPORT ;J , 224 ADOrTED : MAR 2 1988 PWC- Page 2 February 9, 1987 Your Committee on Public Works recommends passage of Bill No. 432 on final reading by the County Council .
