Your Committee on Public Works to which was referred Communication
No . 1416, reports as follows:
Communication No. 1416 is a transmittal letter from the Corporation
Counsel which forwards for acceptance the road dedication deed for
Olopua Place, a roadway within the Namoku Subdivision, Hamakua,
Hawaii , TMK: 4-5-19 : 12.
The Department of Public Works has advised in a letter dated
November 17 , 1987 that the descriptions have been checked and found
to be acceptable and that the roadway was constructed according to
County of Hawaii standards in 1966 . The road was not dedicated to
the County then because its access road (Plumeria Street) didn ' t meet
County standards . ' Since then, Plumeria Street was improved and now
provides proper access to Olopua Place. Although the roadway does
not meet current County standards , it is acceptable for dedication.
In response to a Committee member ' s question on the difference
between County standards in 1966 and 1988, the Deputy Chief Engineer
testified that the old standard of 40 feet for the roadway width has
been increased to 50 feet and the requirement for drainage on one
side of the road has been changed to both sides . The Deputy Chief
Engineer stated that Olopua Place is a short road, only about 200
feet with a hump in the middle so that the road should be all right .
The Deputy Chief Engineer stressed that the road was built to the
engineering construction plans as submitted and that all elements
called for in the engineering drawing met standards at the time it
was submitted.
The Committee finds that both the conveyance and the improvements are
proper and recommends acceptance of the dedication deed by the
Council - ► . its subseque recordation with the Bureau of Conveyances .
