Your Committee on Public Works to which was referred Communication
"No. 1411 and its attached Bill No. 461 , reports as follows:
Bill 461 proposes to amend Chapter 24, Article 10, Section 24-253,
entitled "Schedule 1 . 15 mile per hour limit ", Hawaii County Code
1983 . The purpose of the bill is to change the speed limit from 25
miles per hour to 15 miles per hour on Kaohe Homestead Road from
Route 130 for a distance of 0 . 5 miles .
Your Committee on Public Works has reviewed Communication No. 1411
from the Chief Engineer and understands that the Pahoa School PTA
requested the reduced speed limit on Kaohe Homestead Road because the
road has a narrow pavement and shoulders and students frequently
cross the road which has school facilities on both sides .
The Deputy Chief Engineer testified that the principal of Pahoa High
and Elementary School had requested a reduced speed limit last year .
A Committee member stated that Kaohe Homestead Road is a County road
that services a subdivision behind the school and that community
organizations in lower Puna has suggested creating another access
road from that subdivision . He testified that he would prefer to
close the road through the school but that the installation of
flashing lights on Kaohe Homestead Road would be helpful .
A Committee member stated that a similar situation existed at Honokaa
High School and that the Honokaa Urban Design Plan suggests
establishing another route about the school . He questioned if a bond
float for highway maintenance might be used to fund the new route .
Your Committee heard testimony from the Chief Engineer on his
department 's concern about the traffic impact caused by schools . He
stated that this month the Deputy Chief Engineer discussed the
problems with the Department of Accounting and General Services,
which does the engineering for the schools . He cited his efforts to
have traffic or road improvements included in the planning for school
facilities expansion. He also testified that Konawaena has the same
problem and that a State Representative got pork barrel State funds
for a traffic signal for the intersection of Kawili and Kapiolani
Street at Waiakea High School .

A Committee member suggested that the Department of Public Works
provide an inventory or list of capital improvement projects so that
the Council can lobby for projects at the State legislation.
Your Committee on Public Works recommends passage of Bill No. 461 on
first reading by the C.unty Council.__
