Your Committee on Public Works to which was referred Communication
'No. 1398 and its attached Bill No. 454, reports as follows:
Bill 454 proposes to amend Chapter 24, Article 10 , Section 24-275 ,
Schedule 23 , Bus Stops, and Section 24-287, Schedule 35, Passenger
Loading Zones , Hawaii .County Code 1983 . The purpose of the bill is
to change the location of the bus stop for Hilo Union School from the
Hamakua side of Waianuenue Avenue to the Puna side of Waianuenue
Avenue so that the children riding the bus will not need to cross the
street . The bill would change the passenger loading zone next to the
school to a bus stop and change the bus stop across the street to a
passenger loading zone from 1 :00 p.m. to 2 : 30 p.m. on school days .
Your Committee on Public Works has reviewed Communication No. 1398
from the Chief Engineer stating that Bill 454 would reduce the number
of students crossing Waianuenue Avenue in the crosswalk by Kaiulani
Street at the beginning and end of the school day and thus minimize
conflicts between vehicles and pedestrians . Communication No. 1398
also states that the Department of Education requested the change and
that Laupahoehoe Transportation Company is supportive of the change .

Your Committee heard testimony from the Chief Engineer that the signs
for the bus stop and the passenger loading zone have already been
switched under temporary police powers and that users are receptive
to and satisfied with the changes made .
Your Committee also heard testimony from a Council member on the
traffic congestion caused by school buses in Kona, particularly on
narrow roads and roads with a solid "no passing" line. He asked if
buses can turn off their flashing red lights after loading or
unloading and pull over to let traffic clear up before resuming their
routes . A Committee member testified that school buses on the east
side of the island allow the cars behind them to pass before starting
up again and suggested that the Department of Accounting and General
Services might help to resolve the problem. The Chair instructed
staff to write a letter to the Department of Accounting and General
Services asking if that the bus operators in Kona could let the

traffic clear before starting on their routes again.
