Your Committee on Public Works to which was referred Communication
No . 1390 and its attached Bill No. 453 , reports as follows:
Bill 453 proposes to amend Chapter 24 , Article 6 , Division 4 ,
Section 24-102 of the Hawaii County Code 1983 . The purpose of the
bill is to allow a sign, poster or sticker of any size to be placed
on a front windshield if the Chief of Police is satisfied that it
won 't obstruct the driver ' s view.
Your Committee on Public Works has reviewed Communication 1390 from
the Mayor , requesting approval of Bill 453 to enable the military to
place decals on the uppermost portion of the windshield of vehicles
used by civilian employees .
Your Committee understands that the County Code presently allows a
sticker , sign or poster to be placed only at the lower part of the
windshield on the passenger side of a vehicle. Bill 453 would
empower the Chief of Police to permit decal placement required by the
military.
Your Committee on Public Works recommends p. sage of Bill 453 on
first reading by the County C ncil .
