Your Committee on Public Works to which was referred Communication
No . 1329 and its attached- Bill No. 440 , reports as follows:
Bill 440 proposes to amend Chapter 24 , Article 8 , Division 6 of the
Hawaii County Code 1983 by adding a new section relating to honoring
placards from other jurisdictions in parking for disabled persons .
The purpose of Bill 440 is to allow disabled visitors who have some
official handicapped placard or permit visibly displayed within a
vehicle to have the same parking privileges as people who have
handicapped parking placards which are issued by the County of Hawaii .
Your Committee on Public Works has reviewed Bill 440 and understands
that it would help handicapped visitors to the County of Hawaii by
giving them immediate access to handicapped parking privileges .
Your Committee received testimony from Steven Todd, Administrative
Aide and Affirmative Action Officer as follows:
1 . A new State law aimed at standardizing special parking
privileges throughout the State went into effect on January 1 ,
1985 . This law requires the counties to comply with rules and
regulations adopted by the State Department of Transportation .
These rules recommend that the counties honor placards from other
jurisdictions . There is no State or County law authorizing the
County to honor placards issued outside the State of Hawaii .
2. A National Handicapped Reciprocity Program is presently
encouraging states and Canadian provinces to honor placards from
other jurisdictions .
3 . The other counties in the State of Hawaii have passed laws
with language similar to Bill 440 or are considering the issue .
4 . It would be desirable to have a standard State policy for •
honoring placards and permits from other jurisdictions . In the
absence of a common standard, Bill 440 will provide a welcome for
all disabled visitors who have some official handicapped placard
or permit visibly displayed in a vehicle .
