Your Committee on Public Works to which was referred Communication
/ No . 1246 and its attached Bill 401 and Communication 1246 .1 and its
attached Bill 401, Draft 2 , reports as follows .
Bill 401 proposes to amend Chapter 24 , Article 2, Section 24-8 of the
Hawaii County Code 1983 , Relating to Traffic Code Administration by
changing the authority for reference for standards for size, shape
and color of official traffic control devices . Bill 401, Draft 2
proposes to amend Chapter 24 , Article 2, Section 24-8 of the Hawaii
County Code 1983 in exactly the same way Bill 401 but additionally
proposes to amend Chapter 24 , Article 2, Section 24-9 , Maintenance of
signals by chief engineer by changing the authority for reference
standards for official traffic control devices , signs , signals and
markings .
The purpose of both Bill 401 and Bill 401, Draft 2, is to update the
County Code by changing the authority for standards from the American
Association of State Highway Officials to the Federal Highway
Administration, U. S . Department of Transportation .
Your Committee on Public Works has reviewed Bill 401 and read
Communication 1246 from the Chief Engineer which states that the
American Association of State Highway Officials no longer maintains
the system of uniform traffic control devices and requests that the
reference be changed to the Federal Highway Administration, U. S .
Department of Transportation in Section 24-8 (a ) (1 ) of the Hawaii
County Code.
Your Committee has also reviewed Draft 2 of Bill 401 and
Communication 1246 .1 from the Chief Engineer , which requests that
Section 24-9 of the Hawaii County Code also be amended because a
reference to the American Association of State Highway Officials also
appears there .
Your Committee understands that Draft 2 of Bill 401 includes both
sections of the County Code that need updating .

Your Committee on Public Works recommends passage of Bill No . 401,
Draft 2 on first reading by the County Council .
