Your Committee on Public Works to which was referred Bill 446 and the
report of the Subcommittee on Naming of Public Facilities meeting on
November 10 , 1987 reports as follows .
Your Committee recommends the adoption of the attached Subcommittee
on Naming of Public Facilities report .
Your Committee understands that Bill 446 provides the option of
naming a structure after a person who is either alive or deceased .
Your Committee on Public Works recommends passage of Bill No. 446 on
first reading by the County Council .

REPORT OF THE SUBCOMMITTEE ON NAMING OF PUBLIC FACILITIES

Your Subcommittee on the Naming of Public Facilities to which was
referred Communications No . 1154 and 1154 .1 and its attached draft
bill reports as follows:
Bill 446 proposes to establish systematic guidelines to be used in
the naming of County parks and recreational facilities . It also
specifies that all recreational facilities shall be named by
ordinance .
Bill 446 would amend the Hawaii County Code 1983 by adding a new
article to chapter 15 .
Your Subcommittee on the Naming of Public Facilities reviewed a draft
of Bill 446 which sets up a system for naming recreational
facilities . The bill classifies all recreational facilities into
four categories defined as follows:
1 . Aesthetic areas , including scenic and historic sites , ponds
and waterfalls .
2 . Open areas , including parks , playgrounds , fields and totlots .
3 . Special interest areas , including tennis courts , golf courses ,
zoos , botanical gardens , equestrian center and rodeo arena,
archery ranges , rifle and skeet ranges , drag strips and other
raceways and any other County facility for entertainment or
leisure activities of the public .
4 . Structures , including gymnasia , community centers , cultural
centers , covered areas and courts , stadia , theaters and any other
structures administered by the Department of Parks and Recreation .
Your Subcommittee is aware that the Director of Parks and Recreation
used the U. S. Department of Interior Geological Survey and Board of
Geographical Names as a starting point in developing a system for •
naming facilities .
Your Subcommittee is aware the bill sets up the following
requirements for naming facilities .

1 . An aesthetic area shall keep any existing name which has been
historically accepted through common usage or shall be named ,
preferably in the Hawaiian language , in a way that describes
significant features or the geographic location of the area .
2 . An open area shall be named for its geographic location, such
as neighborhood , community , region or district or shall be named
for a former member of the Hawaiian monarchy .
3. A special interest area shall be named for its geographic
location .
4 . A structure shall be named for either its geographic location
or for a person , who may be either alive or deceased and who
meets one or more of the following four criteria:
a . Contributed significantly to recreational programs in the
community where the structure is located .
b . Achieved significant national or international
recognition;
c . Been honored for wartime service in the U.S. military; or
d . Accomplished significant achievements which have
benefitted others .
The draft bill also provides that if the use of a geographical
location as a name for an open area or special interest area would
duplicate the name of another existing recreational facility, the
facility shall be named after the primary street it abuts or be given
a name in the Hawaiian language the describes the site .
Your Subcommittee understands that recreational facilities are
presently named by resolution and the draft bill would provide for
naming by ordinance .
Your Subcommittee questioned if the order of the criteria for naming
a structure showed priority . The Director replied that no priority
is implied by the order of criteria .
Your Subcommittee was concerned that the term "wartime" in the
criteria regarding military service would exclude persons who served
during police actions , such as the Korean or Vietnam conflicts . Your
committee decided to delete the word "wartime" .
Your Subcommittee also wished ,to make the language of the bill easier
to understand by changing Latin plurals to more commonly used terms .
Your Subcommittee also wished to express the purpose of the draft
bill in a more positive way .

Your Subcommittee voted to refer the draft bill to Corporation
Counsel for proper revisions and then to the Committee on Public
Works .
Your Subcommittee on the Naming of Facilitie recommends passage of
Bill 446 by the Public Works Committee .
