Your Committee on Public Works to which was referred Communication
No . 1285 . 1 and its attached Bill No. 443 , reports as follows:
Bill 443 proposes to require that quiet be maintained at all
campgrounds from 11 :00 p .m. to 6 :00 a .m. The bill amends Chapter 15 ,
Article 4 , Section 15-42 of the Hawaii County Code 1983 , Regulations
Governing Camping Areas .
The purpose of the bill is to start the quiet time at campgrounds one
hour earlier , thus providing for peace and quiet for campers in the
campground and for people living close to the campground .
Your Committee on Public Works has reviewed Bill 443 and understands
that its intent is to maintain peace and quiet in the parks at night .
Your Committee on Public Works recommends passage of Bill No. 443 on
first reading by the County Council .
