Your Committee on Public Works to which was referred Communication
-No . 1285 . 1 and its attached Bill No. 442 , reports as follows:
Bill 442 proposes to require anyone staying in a County park after
11 :00 p .m . to first obtain a permit to camp. It amends Chapter 15 ,
Article 1, Section 15-3 of the Hawaii County Code 1983 .
The purpose of Bill 442 is to change park closing time for uses other
than camping from 12 :00 midnight to 11 :00 p.m. and to change park
opening time from 6 : 30 a .m. to 6 :00 a .m. The intent of this change
is to maintain peace and quiet for the benefit of people living close
to the parks .
Your Committee understands that the proposed change in camping hours
will not significantly interfere with the public ' s use of the parks
while it helps to provide peace and quiet in residential
neighborhoods close to the parks at an earlier time .
Your Committee wishes to make the bill easy to understand and
therefore amended Section 15-3 (a ) ( 8 ) and Section 15-3 (a ) ( 9 ) by
changing "provisions appertaining thereto" to "provisions relating to
camping. " Draft 2 of Bill 442 includes that change .
Your Committee on Public Works recommends passage of Bill 442,
Draft 2 on first reading by the County Counc
