Your Committee on Public Works to which was referred Communication
-no . 1314 and its attached Bill No. 432 , reports as follows:
Bill 432 proposes to change the existing two way traffic pattern on
Banyan Way to one way traffic going from the east (Puna ) to the west
(Hamakua ) . The purpose of the bill is to eliminate left turns from
Banyan Way onto Kalanianaole Street and to make that intersection
safer for the public . '
Bill 432 would amend the Hawaii County Code, Chapter 24 , Article 10 ,
Section 24-267 , Schedule 15 , One Way Streets by adding Banyan Way to
the Hilo One Way Streets .
Your Committee on Public Works has reviewed this traffic code
amendment and has been advised in Communication 1314 from the Chief
Engineer that the Police Department, Department of Parks and
Recreation and the Hukilau Hotel were contacted and had no objection
to the proposed change.
Your Committee heard a concern that the Banyan Drive Hotel
Association and condominium owners on Banyan Drive were not notified
about the proposed traffic code amendment .
Your Committee is aware that drivers on Banyan Drive who want to turn
left on Kalanianaole Street would have to make the turn at the Banyan
Drive and Kalanianaole Street intersection and would be relatively
safer .
Your Committee on Public Works recommends passage of Bill No . 432 on
first reading by the County Council and referral of Bill No . 432 to
the Public Works Committee for input from t - Banyan Drive Hotel
