Your Committee on Public Works to which was referred Resolution
No . 370-87 , reports as follows:
The purpose of Resolution No . 370-87 is to support the transfer of
approximately four miles of Highway 19 at Waimea from the County of
Hawaii to the State Highway System. The purpose of the resolution is
to put responsibility for this heavily traveled road at the
appropriate level of government namely, the State .
Your Committee finds that in 1965 , the State Legislature passed
Act 159 which established a State Highway System to provide for major
thoroughfares throughout the State. Act 159 gave the State the
responsibility for construction, maintenance and general
administration of all major thoroughfares . Further , Act 159 gave
authority to the State Director of Transportation , acting
cooperatively with appropriate federal and county agencies , to
designate highways which are used primarily for through traffic as
State Highways .
State Highway 19 running from Hilo Harbor to Kailua, connects the
areas of Hilo, Waimea, Kawaihae and Kailua. One section of the road
that runs through Waimea for approximately four miles , is a County
road and is not built to State standards .
Your Committee proposed an amendment to Resolution 370 which adds a
section of County road for inclusion in State Highway 190 , making a
total of approximately six miles of County road which would
appropriately fall under the State Highway System. These changes
were in the fourth and sixth paragraphs of the resolution .
Your Committee on Public Works is in accord with the purpose of
Resolution No . 370-87 , as amended, and recom en's its adoption by the
County Council . ,
