Your Committee on Public Works to which was referred Communication
No . 1326 and its attached Bill No . 438 , reports as follows:
Bill 438 proposes to eliminate parking ,along the mauka side of
Mamalahoa Highway in front of the Parker Ranch Shopping Center . The
purpose of the bill is to facilitate traffic movement at the
intersection of Lindsey. Road and Mamalahoa Highway , to provide for
smoother traffic flow and to reduce congestion .
The bill would add Mamalahoa Highway , Mauka side , beginning at
Lindsey Road and extending 430 feet in the Hilo direction . Bill 438
would amend the Hawaii County Code, Chapter 24 , Article 10 , Section
24-280 , Schedule 28 , No Parking at Any Time .
Your Committee on Public Works has reviewed communication 1326 from
the Deputy Chief Engineer regarding Bill 438 . Your Committee
understands that the new traffic signal system in Waimea at Lindsey
Road and Mamalahoa Highway has caused traffic movement problems
because of left turns into the 7-Eleven Store which is on the makai
side of Mamalahoa Highway across from the Parker Ranch Shopping
Center . Elimination of parking on Mamalahoa Highway as specified in
Bill 438 is expected to facilitate traffic movement at the
intersection of Lindsey Road and Mamalahoa Highway , to provide
smoother traffic flow and to eliminate congestion .
Your Committee on Public Works recommends pas-age of Bill No . 438 on
first reading by the County Cou. .il .
