Your Committee on Public Works to which was referred Communication
No . 1325 and its attached Bill No . 437 , reports as follows:
Bill 437 proposes to eliminate parking on both sides of Kamehameha
Avenue from 738 feet east (Puna ) of Pauahi Street to 738 feet West of
Pauahi Street . The purpose of the bill is to prevent cars from
parking in the areas that recently were converted to outside lanes of
Kamehameha Avenue in order to make room for left turn lanes .
The bill would add the section of Kamehameha Avenue identified above
to the Hawaii County Code, Chapter 24 , Article 10 , Section 24-280 ,
Schedule 28 , No Parking Any Time .
Your Committee on Public Works has learned from the Deputy Chief
Engineer in Communication 1325 that the lanes on Kamehameha Avenue
were shifted to the sides to accommodate the new left turn bays on
Kamehameha Avenue at the Pauahi Street intersection . This shift has
created the possibility of a conflict between cars parked along
Kamehameha Avenue and cars traveling in the right lanes of Kamehameha
Avenue near the Pauahi Street intersection .
Your Committee understands that this possible conflict can be avoided
by establishing the no parking at any time zone .
Your Committee on Public Works recommends passage of Bill No . 437 on
first reading by the County Council .
