Your Committee on Public Works to which was referred Communication
No . 1312 and its attached Bill No. 430 , reports as follows:
Bill 430 proposes to temporarily permit the consumption of alcoholic
beverages at the Hilo Drag Strip between the hours of 10 :00 a .m . and
5 :00 p.m . , November 27 , 28 , 29 , 1987 . The purpose of the bill is to
allow the Rotary Club to raise money for its Polio Plus campaign to
immunize almost 241 million children in 42 countries worldwide by
getting 75 percent of the proceeds from the sale of Coors beer at the
National. Hot Rod Association Championship Race for the Rainbow .
Your Committee on Public Works has reviewed Bill 430 and is aware
that the bill allows the Mayor to designate a non-profit organization
to dispense intoxicating liquor for consumption on November 27 , 28 ,
29 in a portion of the Hilo Drag Strip designated by the Director of
Parks and Recreation . The bill states that the non-profit
organization must provide security, obtain liability insurance
coverage naming the County as additional insured for bodily injury
liability coverage of no less than $300 ,000 per person and property
damage of $100 ,000 , and not dispense any alcoholic beverage to any
person under the influence of intoxicating liquor nor to any person
under the age of twenty-one years .
Beer would be sold and consumed only in areas enclosed by fencing.
Each area would have one opening for entry and exit .
Security personnel would maintain orderly behavior within the
enclosed consumption areas . They would prevent the entry of people
under the influence of alcohol into the consumption area . They would
prevent the exit of persons in possession of alcohol from the
enclosed consumption areas .
Although $300 ,000 insurance in bodily injury liability is required,
your Committee on Public Works understands that Rainbow Motorsports ,
Inc . plans to get $2,000 ,000 in bodily injury liability .

The Race for the Rainbow will mark Hawaii 's entry into National Hot
Rod Association racing .
Your Public Works Committee notes that the letter from the Director
of Parks and Recreation , dated October 19 , 1987 , points out that the
National Hot Rod Association 's control of beer sales are considered
reasons to allow the sale of beer .
Your Committee on Public Works recommends passage of Bill No . 430 on
first reading by the County Council .
