Your Committee on Public Works to which was referred Communication
1224 and 1224 .2 relating to the Periodic Motor Vehicle Inspection
Program reports as follows .
Communication 1224 and 1224 . 2 are the reports of Public Works
Committee Chairperson Lai who represents the County Council on the
Periodic Motor Vehicle Inspection (PMVI ) Task Force .
Communication 1224 is the report of the July 29 , 1987 PMVI Task Force
meeting which requested that the Counties consider the following
scenarios:
(1 ) that the State Department of Transportation take over
the entire PMVI program;
( 2 ) that the County take over the entire PMVI program; and
( 3 ) that State Department of Transportation set the fee
structure, and the County enforce the program with a
reimbursement for its services .
Your Committee reviewed Communication 1224 on August 11 , 1987 . Your
Committee was advised that nationwide , 22 states have inspection
programs and 28 states do not . Your Committee was concerned of the
lack of uniformity and concluded that additional data to either
validate or invalidate the PMVI was needed before a recommendation
could be made .
Communication 1224 . 2 is the report of September 3 , 1987 PMVI Task
Force meeting . Councilwoman Lai reported that the Task Force decided
that the State should take over the entire PMVI Program. The
consolidation of fee setting , inspections , and the monitoring of
inspection stations is expected to provide a better quality of
service .
Councilman Herkes did express his disappointment at the action of the
PMVI Task Force as it was his understanding that the Big Island
Majority House Delegation did take a position of eliminating the PMVI
Program in its entirety because of the absence of any supporting
figures justifying the program. Councilman Herkes supports the

elimination of this Statewide program. If the State cannot justify
the PMVI Program , then it should at least be a home rule issue . The
County of Hawaii already has a series of safety rules for vehicles .
Councilman Herkes was especially concerned as Big Island residents
will be forced to spend between $800 ,000 and $1 ,000 ,000 annually for
what he considers to be an ineffective program especially when such
expenditures could be much better spent on roads or other worthwhile
projects .
Your Committee on Public Works has accepted the report of Councilwoman
Lai on the actions of the PMVI Task Force . Your Committee on Public
Works concurs with the recommendation of the PMVI Task Force that the
State be responsible for the entire program. The PMVI Program is a
statewide program created by the legislature . Your Committee on
Public Works recommends that the County Counc ' 1 support the position
of the PMVI Task Force that the State of Hawai ' take over the entire
