Your Committee on Public Works to which was referred Resolution
No . 327-87 , reports as follows:
The purpose of Resolution No . 327-87 is to approve an agreement
between the County of Hawaii and Operations Management International
(OMI) for the operation and maintenance of the Heeia Wastewater
Treatment Plant located at Keauhou, Hawaii .
Your Committee first considered Resolution 327-87 on July 28 , 1987 .
Your Committee was advised by the Department of Public Works that
they have experienced problems in locating and hiring qualified plant
operators to staff and run the Heeia facility and that due to these
shortcomings and a need to fill three vacancies in the Kona area , the
Department has sought assistance from the private sector . OMI , one
of three respondants to the solicitation , submitted the most
favorable proposal .
Your Committee has been advised by Communication 1199 that a savings
to the County of Hawaii of $56 ,430 over three years is anticipated
based on the OMI proposal and that funding for the current fiscal
year is available from within the budget .
At its meeting of July 28 , 1987 , your Committee also received a
presentation by Mr . John A. Giachino , Operations Services Manager for
OMI on his company and their proposal .
At its meeting of August 11 , 1987 , your Committee on Public Works
accepted the testimony of UPW Hawaii Division Director Jack Konno on
Communication 1199 and Resolution 327-87 (Communication 1191 .1 ) .
On September 9 , 1987 , your Committee on Public Works , again
considered Resolution 327-87 . The need for trained personnel and a
training program for our personnel was recognized and discussed . In
addition the Chairperson Lai , having contacted Maui County STP
personnel , reported on her follow up of OMI ' s services there . The
Lahaina, Kihei , and Kaunakakai STP representatives were not
complimentary of OMI ' s efforts and services .

Section 10-11 of the Hawaii County Charter provides that the County
Council shall by resolution , approve any contract , lease or other
obligation requiring the payment of funds from the appropriations of
a later fiscal year or of more than one fiscal year . Resolution
327-87 proposes to authorizes the execution of a three year agreement .
Your Committee on Public Works is not in support of entering into an
agreement with OMI for the purpose of operating and maintaining this
County 's Heeia Wastewater Treatment Plant . Your Committee recommends
that Resolution 327-87 be received and filed . the County Council .
