Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works , to which was referred Bill No . 389 , reports as follows: Bill 389 proposes to create a temporary No-Parking Zone in Downtown Hilo on August 7 , 1987 , between the hours of 4 :00 a .m . and 6 :00 p.m . on the following streets or portion of streets: (1 ) Kamehameha Avenue , both sides from Mamo Street to Wailuku Drive . ( 2) Wailuku Drive , both sides , between Kamehameha Avenue and Keawe Street and between Wainaku Street and Kinoole Street . ( 3) Puueo Street, both sides from the Wailuku Bridge to Iliahi Street . ( 4) Iliahi Street , both sides , for its entire length . ( 5 ) Wainaku Street , both sides , between Iliahi Street and Wailuku Drive . (6 ) Kinoole Street, both sides , between Wailuku Drive and Waianuenue Avenue . ( 7) Waianuenue Avenue , both sides , between Kinoole Street and Keawe Street . (8) Keawe Street, between Waianuenue Avenue and Mamo Street . ( 9 ) Mamo Street , between Keawe Street and Kamehameha Avenue . The purpose of Bill 389 is to provide for the safety of bicyclists participating in the Coors International Bicycle Classic and for the safety of the property of residents residing near the race course . Your Committee on Public Works finds that the County of Hawaii has been committed as a location for a portion of the widely publicized 19-day Coors International Bicycle Classic which will take place August 5 through 7 , 1987 . The race begins in Hilo with time trials on August 5 , 1987 . Long distance road races are the featured events scheduled for August 5 and 6 , 1987 and a high speed circuit lap race called the Criterium through Puueo and Downtown Hilo is the featured event for August 7 , 1987 . Your Committee has been advised that the race organizers have recommended and requested that the race course for the Criterium be free of parked vehicles or reasons of safety to the bicyclists as well as to the property of spectators , shoppers , workers and residents of the area . PWC REPORT ;';O , 175 ADOPTED : JUL 22 1987 PWC-175 Page 2 July 14 , 1987 Your Committee finds that this County 's effort in support of the Coors International Classic is being coordinated by Deputy Director Shintani of the Department of Research and Development . Your Committee has been made aware that both the Police Department and the Department of Public Works are very involved in support of this event . Funds from Research and Development 's tourism promotion account as well as private donations and sponsorships have been committed in support of this event which is expected to be seen on television by over one billion people worldwide . The Downtown Improvement Association, Hawaii Redevelopment Agency, Mass Transit, the Post Office , as well as many of the businesses have been notified of the proposed race. Your Committee has been advised that the Post Office plans to work around the traffic and parking inconveniences and that the Mass Transit Agency will be developing a shuttle service to move people to and from the downtown area . In response to concerns regarding public information about the race and the proposed no parking zone , your Committee has been advised that press releases will be heavily utilized as well as a house to house notification in the Puueo area and flyers to each business downtown . Your Committee has been advised that emergency vehicles shall have the right of way on the race course . Finally , with respect to the temporary no-parking any time zone , your Committee has been advised that the 4 a .m . commencement is being recommended to allow the Department of Public Works sufficient time to "cone off" the parking spaces and to allow the public ample time to move their vehicles out of the race course . Your Committee has been advised that the Police Department will be towing vehicles off of the race course at 11:00 a .m. Your Committee on Public Works concurs that the request for a No-Parking at Anytime Zone along the Criterium Race Course to be a valid one for reasons of safety . Your Committee also concurs that, where necessary, the police should be authorized to tow away vehicles which remain or are unable to be removed from the race course during the period of prohibited parking . Your Committee on Public Works has reviewed Bill 389 and has noted three shortcomings . First, Bill 389 did not address the towing of parked cars on the race course during the period of prohibited parking . Second, Bill 389 needs to establish clarification as to its precedence over any other conflicting laws . Third, Bill 389 does not address a need for a similar no parking zone on Lihiwai Street for the Time Trials on August 5 , 1987 . PWC-175 Page 3 July 14 , 1987 Your Committee has addressed two of these shortcomings by amending Bill 389 by prefacing the prohibition in Section 2 with the phrase "Notwithstanding any other laws to the contrary" and by inserting a new Section 3 which authorizes the police to move , to require a driver or other person in charge of a vehicle to move, or to cause a vehicle to be moved by tow at the registered owner or driver 's expense, to an area away from the race course and temporary no-parking zone. These amendments are reflected in Bill 389 , Draft 2 . Your Committee on Public Works was advised by the Corporation Counsel 's Office that a temporary No Parking Zone for Lihiwai Street between Kamehameha Avenue and Banyan Drive on August 5 , 1987 would be an improper amendment to Bill 389 as the bill is applicable to the specific date of August 7 , 1987 and a specific area in downtown Hilo . Your Committee , therefore , has requested that a separate bill be drafted to provide for a temporary no-parking zone on Lihiwai Street on August 5 , 1987 . Your Committee further recommends that this separate bill be referred directly to the County Council in order that it may be enacted in time for the Coors Classic .
