Your Committee on Finance, to which was referred Resolution No. 194-13, reports as follows:
Resolution No. 194-13, transmitted by Finance Director Nancy Crawford, via Communication No. 474 dated
October 17, 2013, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for a
multi-year lease for mobile data terminals to be used by the Hawai`i County Police Department.
The resolution authorizes the Mayor to enter into a three-year lease agreement for 100 mobile data terminals
(MDT)to be placed in various police officers' vehicles throughout the County. The MDTs provide officers
immediate access to the database to check warrants, TROs and prior arrest information, and allow officers to
file reports while away from the station.
A proposed amendment was circulated via Communication No. 474.1 by Council Member Ford,
dated November 4, 2013. The amendment provides "that the total cost for the three (3) year lease agreement
shall not exceed $482,000." Council Member Ford felt that the lease purchase amount should be provided as
public information. The amendment was approved with eight ayes and one excused.
Police Major James O'Connor appeared before Your Committee for questions. He stated that $200,000 is
currently allocated for this year's lease; however, if Resolution No. 194-13 is approved, the lease will go out
to bid and is expected to come back at a lower cost.
Pursuant to Section 10-11, Hawai`i County Charter, any contract, lease or other obligation requiring payment
of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made or
approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 194-13, as amended
to Draft 2, and recommends its adoption.
