TITLE: A resolution to approve legislative proposals for inclusion in the 2014 Hawaii
State Association of Counties Legislative Package.
EXPLANATION: Approves proposals for inclusion in the 2014 Hawaii State Association of
Counties Legislative Package. Proposals must be approved by all four counties
to be included in the legislative package.
This resolution was introduced by Mr. Onishi at the meeting on October 15,
2013, and postponed to November 5, 2013.
Prior to approval, Your Committee divided the question and made a motion to
accept each of the proposals in Exhibit A. At the final reading at full council,
Your Committee anticipates an amended resolution with Exhibit B to reflect
the following results:
1. A Bill for an Act Relating to Public Agency Meetings and Records
(County of Maui)
Not accepted due to a vote of zero ayes, eight nays, one excused.
2. A Bill for an Act Relating to Intoxicating Liquor -H.B. 230 (County of
Maui)
Not accepted due to a vote of two ayes, six noes, one excused.
3. A Bill for an Act Relating to Transportation (County of Maui)
Accepted due to a vote of six ayes, two noes, one excused.
4. A Bill for an Act Relating to Liability (County of Kauai)
Accepted due to a vote of seven ayes, one no, one excused.
5. A Bill for an Act Relating to Transient Accommodations Tax (County
of Hawaii)
Accepted due to a vote of eight ayes, one excused.
6. A Bill for an Act Relating to Education(County of Hawaii)
Accepted due to a vote of eight ayes, one excused.
7. A Bill for an Act Relating to Health (County of Hawai`i)
Accepted due to a vote of seven ayes, one no, one excused.

State, the Department of Homeland Security, and the United States
Attorney General to Ease Visa Restrictions for the People's Republic of

12. A Bill for an Act Relating to Hawai`i Employer-Union Health Benefits
Trust Fund Board of Trustees (City and County of Honolulu)
