NOTICE OF MEETING CONTINUATION
Notice is hereby given that the special meeting of the Hawai`i County Council held on November 5,
2013. was recessed and will reconvene as follows:

TIME: 9:00 a.m.

The Council will continue with "Statements from the Public on Agenda Items."" Members of the
public who testified at the November 5, 2013, Council meeting will not be allowed to testify again.
NOTE: Two minutes of testimony will be allowed.
Bill 113 AMENDS CHAPTER 14 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION,
(Draft 3): AS AMENDED), BY ADDING A NEW ARTICLE RELATING TO GENETICALLY
ENGINEERED CROPS AND PLANTS
Prohibits open air cultivation, propagation, development, or testing of genetically
engineered crops and plants. Exempts persons currently engaged in these practices
(except for testing) in locations where such activities have customarily occurred,
provided those locations are registered within 90 days of the effective date of this
ordinance. Also exempts current and future genetically engineered papaya cultivation,
propagation, and development, provided the locations of such activities are registered
as provided in this ordinance. Requires all persons engaged in any form of cultivation,
propagation, development, or indoor testing of genetically engineered crops or plants to
register annually and to pay a registration fee for each location annually, beginning

within 90 days of the effective date of this ordinance. Allows the Council to grant
emergency exemptions. Names and locations contained within the registry may be
withheld, pursuant to Section 92F-13 of the Hawai‘i Revised Statutes.
