Your Committee on Public Works to which was referred Resolution
'No. 321-87 , reports as follows:
The purpose of Resolution No. 321-87 is to request the State
Department of Transportation to explain its rationale for the
improvements to the Waiaka Bridge in Waimea and to advise the
Council of how the Department is addressing the pedestrian traffic
safety at the bridge .
Your Committee finds that the State of Hawaii has installed
guardrails at the Waiaka Bridge and in doing so, has created a
situation where pedestrians must use more of the roadway in
negotiating the Waikoloa Stream. Your Committee has been informed
that the State is presently addressing the problems of pedestrians
negotiating the Waikoloa Stream and that a report resolving the issue
is forthcoming . Your Committee is very much concerned with safety
and recommends adoption of this resolution. In the event that the
pending State report addresses and resolves the pedestrian safety
issue, your committee recognizes that the Council may postpone or
table this resolution .
Your Committee on Public Works is in accord with the purpose of
Resolution No. 321-87 and recommends its adoption by the County
Council .
